AI Contract Overview

The Army Contracting Command, National Capital Region Contracting Center, acting on behalf of ASA (ALT), intends to award a sole source contract under the authority allowing non-competitive procurements when only one responsible source exists. This contract will provide a three-month bridge period to continue personnel services currently supported by SERCO, Inc. and Strategic Resources, Inc. These services include human resource support, personnel life-cycle management, transition support, employee assistance, counseling, well-being programs, awards, library and mail services, IT support, help desk functions, and program management. Maintaining these services without disruption is critical to supporting the staffing and welfare needs of military personnel, civilians, and their families during the competitive procurement of the follow-on contract. This short-term acquisition is designed to minimize any impact on mission readiness and well-being while ensuring a smooth transition to a fully competed contract. The Government retains discretion over whether to waive competition entirely, and interested parties were invited to express their interest by a specified deadline. The contract falls under NAICS code 541612 and is administered through the Department of Defense at Fort Belvoir, Virginia. Direct inquiries were to be made only via email to the designated contract specialist, with phone calls specifically excluded from consideration.

Full Description

The Army Contracting Command (ACC), National Capital Region Contracting Center (NCRCC), on behalf of ASA (ALT), intends to award a sole source contract under the authority of U.S.C. 2304(c) (1), as implemented by FAR 6.302-1. Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements, to provide continual service to support Bridge follow-on for contracts with SERCO, Inc. W91WAW-10-D-0065, and Strategic Resources, Inc. (SRI) W91WAW-10-D-0066, for a period of three-months. The ASA (ALT) and the supported customers of ASA (ALT) require efforts from the current contractors (SERCO, and SRI) for continued personnel services and support on the Human Resource community such as: HR Support, Personnel Life-Cycle Support, Transition Support, Employee Assistance, Transition Processing, Counseling, Well-Being Programs, Awards, Library, Mail PSS IT Support, Help Desk, and Program Management. An in-depth discussion with current major customers clearly identify those functional areas that are essential to minimize the potential impact on mission impediments to meeting the manning of the force and the well being requirements of the military members, civilians and their family members. It is of paramount importance that the elements listed above are not impacted while the follow-on requirement is competed. This notice to award a sole source contract is not a request for competitive proposals. The proposed sole source contract is a short term acquisition period of three (3) months. This sole-source contract was limited to the least amount of time necessary to obtain full and open competition as soon as possible. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and respond to this notice on or before 02 August 2010, 1000 hours/10:00 AM EST. The point of contact for this acquisition is Contract Specialist, Patricia A. Williams; E-mail, contact@example.gov. Phone calls will not be accepted.
