Full Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Army Contracting Command - Aberdeen Proving Ground, Tennant Division, 6001 Combat Drive, APG, MD 21005 has a requirement to procure the following items: CLIN 0001: Three (3) Each; VERISURF Bundle Software Licenses and Upgrade. The intended delivery date for the above items is five (5) days After Award Date. The Government intends to award a Firm-Fixed Price (FFP) sole source contract under the authority of FAR Part 13.106-1(b)(i) to Verisurf Software, Inc. This contract is sole source because the software requires a maintenance renewal yearly or it will lock out. To unlock the software a new license needs to be issued and that license can only be obtained from Verisurf. The software is created and maintained by Verisurf and there are no other companies that can issue a new license to unlock the software. Verisurf Software, Inc., is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 541511 and the Business Size Standard is 500. This is not a request for quotes. This is a posting to notify the public of the Government's intent to negotiate solely with Verisurf Software, Inc. All responses received within seven (7) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Standard Time (EST), 19 September, 2013. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
