The General Services Administration's Public Building Service seeks to award a contract under Simplified Acquisition procedures to Dennis Eisen & Associates, citing FAR 6.302-1 authority that designates them as the only responsible source capable of meeting the agency’s requirements. The contract involves providing financial modeling services for unique real estate scenarios within GSA's Capital Investment and Leasing Program, primarily supporting the Automated Prospectus System (TAPS). TAPS serves as the key financial justification tool for the Office of Management and Budget when making decisions regarding construction, repair, or leasing of federal spaces. This procurement is not open for competitive proposals but invites interested firms to submit a brief qualification statement by August 15, 2007, for the government to decide if competition is necessary. The solicitation falls under NAICS code 541511 and is managed by the PBS Acquisition Support Division in Washington, DC. Responses are to be sent via email to the designated Contract Specialist, Tina Penny, and must include the firm’s business status such as HubZone, service-disabled veteran-owned, 8(a), women-owned, or small disadvantaged business. The government retains sole discretion to decide whether to compete this contract based on the information provided. This limited procurement emphasizes the unique capabilities required and the intent to negotiate directly with the named contractor to support the ongoing federal real estate financial decision-making process.
