The Naval Air Systems Command (NAVAIR), Air Combat Electronic Program Office (PMA-209), intends to issue a firm-fixed-price delivery order under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS). NAVAIR is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. PMA209 intends to procure non-recurring engineering in support of the A-10 A-Kits 2nd RT effort. This tasking includes components, assembly, inspection and test and operation The period of performance will be award through January 2010. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintains the proprietary rights to this radio, it is the only source capable of providing the required efforts.
