The Naval Sea Systems Command plans to award a cost-plus-award-fee contract modification to Lockheed Martin Maritime Systems & Sensors (MS2) to upgrade a Japanese KONGO-Class Aegis Destroyer to the Aegis Ballistic Missile Defense (BMD) Block 2004 standard. This work, conducted under a Foreign Military Sale to the Japan Maritime Self-Defense Forces, involves system engineering, software development and modification, equipment procurement, system changes, training, and program management. Lockheed Martin MS2 will supply the Aegis Weapon System segment of the BMD upgrade and is uniquely qualified as the Combat System Engineering Development Agent for both the AWS and Aegis BMD programs, making it the sole source for fulfilling these requirements. The contract’s performance period extends through October 2007, and its award is authorized under sole-source provisions due to Lockheed Martin MS2’s exclusive expertise and capabilities. Interested parties seeking subcontracting opportunities are advised to coordinate directly with Lockheed Martin MS2. The Navy posts related synopsis and solicitation information on both the Federal Business Opportunities and the Navy Electronic Commerce Online sites to ensure accessibility, with FBO as the primary source and NECO as a backup.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027. ARPA-H prioritizes entities that will conduct the funded work within the United States.
