The United States Geological Survey (USGS) is entering into a Cooperative Research & Development Agreement (CRADA) with Integrated Exploration Systems GMbH to develop an advanced second-generation 4-D model for the North Slope, aimed at addressing shortages of crude oil and natural gas both domestically and internationally. This collaborative effort will integrate extensive USGS datasets with IES technology to create a comprehensive model that supports resource evaluation and benefits a range of users seeking enhanced energy resource insights. The agreement emphasizes joint contributions from both parties, including funding, equipment, or in-kind services, geared toward a mission-focused research initiative rather than a traditional procurement. This initiative, managed under the Department of the Interior’s Office of Acquisition Grants-National in Reston, Virginia, represents a strategic partnership that leverages federal resources and private sector expertise for improved energy resource modeling. It is designed to facilitate knowledge sharing and technological advancement in energy resource assessment, with designated contacts available for further scientific and technology transfer inquiries. The project underscores a cooperative approach to addressing critical energy challenges through innovative modeling and data integration.

Full Description

Domestic and international shortages of crude oil and natural gas are prompting a re-evaluation of resources within the United States. As part of its mission, the United States Geological Survey (USGS) assesses domestic and worldwide energy resources and is interested in developing a second generation 4-D model for the North Slope that will utilize information from numerous USGS datasets and sources. In support of these objectives USGS is entering into a Cooperative Research & Development Agreement (CRADA) with Integrated Exploration Systems GMbH, that will combine USGS information and IES technology to provide an integrated 4-D model that will have value to a variety of users who can benefit from this type of capability.. This is a notice about a planned collaborative effort. This is not a procurement, the partner in a CRADA contributes funds, equipment, or in-kind services to the joint research effort leveraging their efforts with those of the federal agency for a mission related objective. For more information the science effort connected to the project contact Kenneth Peters, Ph.D, at +1 (555) 000-0000. For information on Technology Transfer mechanisms contact Julia Giller, Technology Transfer Officer, +1 (555) 000-0000 ext. 3034 or contact@example.gov.

Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
