The U.S. Department of Transportation’s Federal Highway Administration plans to award a sole source contract to Dr. Paul Carlson of the Texas Transportation Institute. The contract involves consolidating, reviewing, and analyzing research and ongoing evaluations related to retroreflective sheeting used in traffic control signs. The aim is to develop a draft performance-based specification for this sheeting, which will underpin assessments of how varying luminance levels in traffic signs affect driver performance. The documentation produced will enable the FHWA to decide if further research is necessary to finalize the performance criteria and whether current minimum levels of retroreflectivity for traffic signs should be updated based on new findings related to driver behavior, headlamp specifications, or measurement protocols. Interested parties believing they have the qualifications to perform this work are encouraged to submit a letter of interest with their relevant experience and capabilities to the FHWA’s Office of Acquisition Management in Washington, D.C. This effort serves as a presolicitation step to ensure the performance specifications for traffic sign materials are scientifically valid and responsive to contemporary conditions impacting driver safety. The contract information is referenced under solicitation number DTFH61-06-R-00029.

Full Description

The U. S. Department of Transportation, Federal Highway Administration intends to award a contract on a sole source basis to Dr. Paul Carlson from Texas Transportation Institute. The results of the proposed consolidation, review and analysis of research results and on-going evaluations will be used to develop a draft performance-based specification for retroreflective sheeting used in the manufacture of traffic control signs, and will serve as the basis for evaluating the potential impact of providing traffic control signs with varying levels of luminance on driver performance. The work will be documented in a manner to permit the FHWA to determine if additional research is required to fully develop a performance-based specification, and if there is a need to revise the minimum maintained levels of retroreflectivity of traffic control signs due to either new knowledge of driver performance, headlamp specifications, and/or changes in measurement protocols used to characterize material performance. Parties who feel they possess the capabilities to successfully perform the work referenced in this announcement should submit a letter of interest to the FHWA, along with their relevant experience, qualifications and capabilities to the following address: Federal Highway Administration, Office of Acquisition Management, 400 7th Street, S.W., Room 4410, Washington, D.C. 20590.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
