AI Contract Overview
The Department of the Interior’s Interior Business Center, acting on behalf of the Department of Homeland Security, intends to award a sole-source contract to Vantor Services Inc. under Revolutionary FAR Overhaul 6.103 for the DHS FALCON Program, which provides critical analytics capabilities to support Customs and Border Protection and the U.S. Coast Guard in detecting illicit activities across U.S. borders. The contract will be structured with three Cost Plus Fixed Fee line items for labor and three Cost-type line items for Other Direct Costs, covering the development and integration of a secure, scalable analytics environment that processes streaming data in real time across classified and unclassified IT infrastructures. The acquisition is justified by Vantor’s unique access to proprietary algorithms, shared data resources, source code, and interoperable systems essential to mission success, with no other source capable of meeting the technical requirements. The three-year performance period will be executed entirely at the contractor’s facilities, with no physical delivery or FOB terms applicable. The notice does not constitute a competitive solicitation, but any responsible source may submit a proposal by June 3, 2026, to establish capability, provided they hold an active SAM registration and a valid Unique Entity ID. The government will not compete the award unless responses demonstrate an alternative source capable of fulfilling the same unique requirements. Responses must reference solicitation number 140D0426R0062 and be sent electronically to Kevin Woody at the Interior Business Center in Herndon, Virginia. No formal evaluation factors, weights, or detailed inspection criteria are specified, as the acquisition is grounded in sole-source authority under FAR Part 15. Contractors must handle sensitive border security data and are expected to maintain the secure, interoperable analytics framework essential to ongoing government operations.
