NOTICE OF INTENT SYNOPSIS: The Department of the Interior, Interior Business Center, Herndon Acquisition Services Directorate, on behalf of the Department of Homeland Security (DHS), intends to award a contract to Vantor Services Inc, on a sole source basis. The intended procurement is classified under NAICS Code 541715. This is a sole source procurement under the authority of Revolutionary FAR Overhaul (RFO) 6.103, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition is conducted under the procedures described in FAR Part 15.

Description:
DHS Forecasting and Analytics for Law Enforcement Operations and Networks (FALCON)

Purpose and Objective:
The IBC anticipates award of a single, stand-alone contract to Vantor Services Inc., with three Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs) for labor and three Cost type CLINs for Other Direct Costs (ODCs). This requirement provides an essential analytics capability to support the Customs and Border Protection¿s (CBP) and United States Coast Guard¿s (USCG) critical operational needs to detect illicit activities occurring within and across the U.S. borders. The objective of this acquisition is to further develop and integrate an analytic environment, which includes necessary information technology (IT) infrastructure (classified and unclassified), applications, data science, and analytic methodologies, to perform spatiotemporal analytics, providing real time detection and reporting of illicit activities within and between multiple in domains, using streaming data sources at scale.

Rationale for Sole Source: Vantor Services Inc. is the only source capable of providing the necessary shared resources, algorithms, data, source code, and interoperability required for this acquisition.

Period of Performance: Three years from date of award

Place of Performance: The effort will be performed at the contractor¿s facilities.

This notice of intent to award a sole source contract is NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.

However, in accordance with RFO 5.101(c)(4)(vi), all responsible sources that feel they can meet the Government's requirements detailed above may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirements, and include the interested parties¿ Unique Entity ID (UEI). All offerors must have an active registration in the System for Award Management (SAM), www.sam.gov.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research.
