Full Description

The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for services intended to support the implementation of a unique data processing capability in support of NSWC Carderock's core capability of acoustic signature assessment of full-scale submarines. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to ARION SYSTEMS INCORPORATED (ASI). The services involve techniques for which ASI has initiated the patenting process. A Provisional Patent has been issued with Serial Number US60/682,426 and entitled Recursively Field-Optimized Compensation Using Spherical Decomposition. By the nature of the patenting process, the nature of the techniques is proprietary. This is a follow-on effort designed specifically to support existing data analysis and prepare the algorithm for actual acoustic trial support. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 6/28/2006.
