The U.S. Geological Survey seeks to acquire detailed pesticide usage data from GfK Kenetec Inc. to support its National Water-Quality Assessment (NAWQA) Program. This data includes annual estimates for pesticide use on major crops and significant active ingredients across all Crop Reporting Districts (CRDs) in the United States for the years 2012 and 2013, alongside seed trait information for genetically modified cotton, corn, and soybeans. The primary purpose is to understand how pesticide application affects water quality. The USGS has identified GfK Kenetec Inc. as the sole source capable of providing this comprehensive and geographically detailed dataset and plans to award the contract to them unless another qualified vendor comes forward with comparable expertise. Interested vendors with the technical capability to provide similar data analyses were invited to contact the Contracting Specialist by noon on December 19, 2012. The solicitation, identified by number G13PS00039, falls under NAICS code 541910 and is managed by the Department of the Interior’s Office of Acquisition Grants-National, based in Reston, Virginia. This contract is critical for enabling the USGS to fulfill its environmental monitoring objectives related to pesticide impacts on U.S. water resources.

Full Description

The US Geological Survey (USGS) has a requirement for GfK Kenetec Inc.s AgroTrak pesticide usage data. The U.S. Geological Survey requires data on agricultural pesticide use in the United States. GfK Kenetec Inc. provides information on the amount and distribution of pesticide usage in the U.S., as well as seed trait information indicating the use of genetically modified crops. This data is needed in order for the U.S. Geological Surveys National Water-Quality Assessment (NAWQA) Program to study the effects of pesticides on water quality. Annual use estimates are required for major crops and all significant active pesticide ingredients at the geographic level of Crop Reporting Districts (CRDs), including all CRDs in the United States. Annual use statistics are required for 2012 and 2013, including reliability estimates for each year, and annual seed trait data for cotton, corn, and soybeans for 2012-2013 (also reported at the CRD level). The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to GfK Kenetec Inc., unless it is contacted by any vendor who believes they obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contracting Specialist, contact@example.gov no later than 12:00 PM EST, Wednesday, December 19, 2012 with an affirmative answer.

Solicitation # RFP 126DP002
The Regional Transportation District (RTD) is soliciting proposals under RFP 126DP002 for qualified consultants to conduct a comprehensive Park-n-Ride (PnR) passenger activity data collection study within the Denver metropolitan region. The primary objective is to gather high-quality data on usage patterns, existing demand, and travel behavior, specifically focusing on vehicle entry and exit counts, parking utilization, vehicle occupancy, and bicycle and pedestrian activity. This information will be used to support travel demand model development, transit-oriented communities planning, joint development efforts, and future transit investments. This is a best-value, fixed-price contract with a one-year period of performance, which may be extended by RTD for up to six additional months. Proposals are due by November 20, 2026, and must be submitted electronically via RTD's online procurement portal. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
