The Department of Defense, through the R&D Contracting Office at Wright Patterson Air Force Base, plans to award a cost contract valued at $869,000 to Dynamics Research Corporation for the development of the WR-ALC Maintenance Operation Support Simulation Model. This program aims to create an analytical simulation model that integrates data from the Air Force’s GO19/PDMSS systems to represent the facility, aircraft, manpower, and equipment configurations involved in maintenance operations. The model will enable comprehensive analysis of workload changes, impacting aircraft flowdays and overtime, and will simulate multiple scenarios to assess sensitivity to industrial processes and workflow factors. It will track resources such as major skills, facilities, parts, and overtime, focusing on the F-15 individually and the C-130, C-5, and C-17 as a combined operation, with outputs including statistical reports to validate and verify model accuracy. This contract is issued under the authority allowing for sole-source acquisition due to Dynamics Research Corporation being the only responsible source. Foreign participation at the prime contractor level is excluded. All interested parties may submit relevant information for agency consideration. The contract negotiations and inquiries can be directed to the designated contracting officers and technical personnel at Wright Patterson AFB. The project supports more efficient maintenance operations by providing a robust tool to analyze and optimize key operational factors for Air Force logistics and aircraft maintenance activities.

The purpose of this synopsis is not a request for competitive proposals. The R&D Contracting Office, Det 1 AFRL/PKMT is contemplating the award of a cost contract to Dynamics Research Corporation, 60 Frontage Road, Andover, MA 01810-5498 for the program entitled - WR-ALC Maintenance Operation Support (MOS) Simulation Model under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, - Only One Responsible Source. The objective of this acquisition is to provide a technical solution through the development and application of an analytical model that addresses simulation of the facility, aircraft, manpower, and equipment configuration for maintenance at WR-ALC. The solution will utilize data from the Air Force's GO19 / PDMSS system, loading the required subset of data directly into an automated model for initialization. The model will be configured such that the impacts of workload changes can be quantified in terms of the impact to aircraft flowdays and overtime requirements. The model will allow for a full range of scenarios to be simulated and analyzed. The model will allow the user to determine the sensitivity of current and proposed industrial processes and workflow to system input factors. The resources to be tracked as simulated aircraft flow through the model are major skills, facilities, major parts, and overtime for the F-15 as a single unit and for the C-130, C-5, and C-17 aircraft systems as a combined operation. The model will output statistical or other reports as required that validate and verify the model's accuracy, test its assumptions and distributions, and compare the results of multiple runs. The contractors will be awarded a single contract for $869K. Foreign participation is excluded at the prime contractor level. Inquiries pertaining to this acquisition should be addressed to Timothy J. Wisecup, Contracting Officer, +1 (555) 000-0000, Det 1 AFRL/PKMT, 2310 Eighth Street, Wright Patterson AFB, OH 45433-7801 e-mail: contact@example.gov. Technical questions may be addressed to Alan Taylor, Project Engineer, AFRL/MLMT, +1 (555) 000-0000 email contact@example.gov. All responsible sources may submit information that shall be considered by the agency. See Numbered Note: 22

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to [email hidden], though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
