The State of Utah Division of Purchasing is establishing a multi-award cooperative contract, solicitation AA27-100, to provide commercial, industrial, and transportation lighting fixtures, including related components and controls, to eligible users statewide. The resulting contracts will have a five-year term and utilize a pricing structure based on guaranteed percentage discounts off the manufacturer's suggested retail price or published catalogs. All pricing must be F.O.B. Destination, Freight Prepaid and Allowed, and contractors are required to pay a 0.75% administrative fee. Delivery is required within eight weeks or less from the receipt of a purchase order. Award eligibility is determined by a weighted point system where vendors must first meet a technical threshold of 480 points and then achieve a combined technical and cost score of at least 550 points. Technical evaluations focus on criteria such as the ability to meet UDOT specifications and the provision of specific warranties, including a 10-year replacement warranty for transportation luminaires and a 5-year warranty for general commercial lighting. All products for federally funded projects must comply with the Build America, Buy America Act. Additionally, fixtures must meet UL 1598 or UL 8750 safety listings for wet locations and be individually packaged and clearly labeled for field crew identification.
