The Naval Air Systems Command, under the Department of Defense, awarded contract 20023-09 for AAR-47 Technical Support to Alliant Techsystems Inc. (ATK). This procurement, valued at an estimated $44,457,500.00, focuses on the AN/AAR-47 Missile Warning System. The scope of work includes the provision of sensors and computer processors, as well as the implementation of upgrades, depot repairs, and software improvements to support the US Navy, US Marine Corps, US Air Force, US Army, and various Foreign Military Sales cases. The contract was awarded as a sole-source procurement under FAR 6.302-1, as detailed in Justification and Authorization 09-161C. This non-competitive approach was necessitated by the government's lack of essential technical data rights and the contractor's refusal to sell a competitive data package. While the contracting office is located in Patuxent River, Maryland, the place of performance for these technical services is situated in Clearwater, Florida.
