This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826RS0000001 is issued as a Request for Proposal (RFP).  This solicitation document and incorporated provisions and clauses are those in effect as of 28 November 2025, in accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO).


The applicable North American Industry Classification Standard Code is 561110.  The small business size standard is $12.5 Million.  This is being solicited as a competitive, 8(a) Small Business Set-Aside.  All responsible sources may submit a capability statement and/or proposal which shall be considered by the agency. 


It is anticipated that one (1) firm-fixed price Requirements type contract will be awarded with a period of performance consisting of one (1) one-year base period and, if exercised, four (4) one-year option periods as a result of this synopsis/solicitation.
