The EPA's Office of Acquisition Management plans to award a sole source change order contract to GfK Kynetec for a one-year subscription to the i-map3 database to support the Office of Pesticide Programs’ Biological and Economic Analysis Division. This contract, authorized under FAR 6.302-1 due to the unique availability of the data, will cover the period from August 23, 2013, to August 22, 2014. The data provided by GfK is essential for analyzing the human health, environmental, economic, and social impacts of pesticides as required by law before regulatory decisions are made. The subscription provides detailed pesticide usage data by chemical ingredient, crop, application method, timing, target pests, acreage treated, pounds applied, and economic factors such as pesticide prices and expenditures, all segmented by state or region. This information will serve as a critical internal resource for EPA’s economic and regulatory analyses and is not intended for public release without the contractor’s permission. The EPA determined that no other sources offer comparable data, but will consider capability statements from potential competitors submitted by the specified deadline, with the final decision on competition at the government’s discretion. Questions regarding the procurement are to be directed in writing to the designated EPA representative.
