The Department of Veterans Affairs' Regional Procurement Office East plans to negotiate a sole source contract with MiniMatters, LLC for the production of Acceptance and Commitment Therapy (ACT)-based video content for the Michael E. DeBakey VA Medical Center in Houston. This initiative addresses the shift to virtual psychotherapy interventions necessitated by the COVID-19 pandemic, targeting veterans experiencing significant distress and chronic health issues. The six core skills of the ACT model—acceptance, diffusion, present moment focus, self as context, committed action, and values—will be conveyed through short, animated videos designed to enhance understanding and engagement in a virtual format using Zoom and PowerPoint. MiniMatters has prior experience with ACT-based content, having produced explainer videos for a related Patient Priorities Care project, making it uniquely qualified to develop these complex educational materials for a lay patient audience. The contract covers full project management, including interviews, scripting, storyboard design, animation, voice overs, music, sound effects, layered graphics, closed captioning, and additional toolkit options. While this is a notice of intent for sole source negotiation under FAR 6.302-1, other qualified sources may submit capability statements by the specified deadline, with the government's final decision on competition remaining discretionary. The contracting officer overseeing the process is Ms. Millicent Covert.
