The Regional Procurement Office (RPO) East plans to negotiate a sole source contract with Tech4Research, LLC for the development and management of Interactive Voice Response (IVR) applications to support the VA Portland's tobacco cessation research study, Teachable Moment to Opt-Out of Tobacco (TeaM OUT). This study aims to boost motivation for quitting tobacco by connecting participants to cessation resources via an IVR system. The contract will cover services including setup, training, hosting, production, and ongoing management of the IVR platform, which is to be modeled on proprietary technology previously developed by Tech4Research under prior VA contracts. Continuity and compatibility with these existing platforms are critical, justifying the sole source procurement approach. The solicitation, identified as 36C24E23Q0096 and posted on March 21, 2023, falls under NAICS code 518210 and is managed by the RPO East office in Pittsburgh, PA. Although the intent is to proceed with sole source negotiations, interested parties were invited to express their interest and capability to provide compatible equipment by March 28, 2023, before a final decision to award directly to Tech4Research is made. The Contracting Officer for this procurement is Ms. Millicent Covert, who will determine whether to conduct a competitive process based on the responses received. This contract follows previous related engagements and continues the use of proprietary systems integral to the TeaM OUT study’s research objectives.
