The North Carolina Division of Emergency Management is soliciting bids for a three-year contract to provide rental and servicing of portable toilets and handwashing stations to support disaster response and preparedness across the state. Multiple vendors will be awarded contracts to supply, deliver, and maintain these units on an as-needed basis throughout North Carolina, with the capability to respond within 24 hours to any location. The contract does not guarantee specific quantities, but estimates indicate a potential need for up to 50 portable toilets and 20 handwashing stations. Vendors are responsible for daily servicing of units, including weekends and holidays. The contract emphasizes flexibility in meeting the state's emergency requirements, allowing the state to procure additional services from non-contracted sources if necessary, while not obligating the state to obtain more units than required. The solicitation is managed by the Department of Public Safety and vendors must be prepared to deliver and maintain equipment promptly to support diverse and unpredictable emergency situations. The deadline for bid submission is late May 2026, with Tim Pendergrass serving as the primary point of contact for interested vendors.

In order to meet emergency requirements during disasters, the North Carolina Division of Emergency Management (NCEM) is seeking bids from qualified Vendors to establish a three (3) year Agency Specific contract for Rental and Service of Portable Toilets and Wash Stations. NCEM is seeking multiple Vendors for this contract. The portable toilets and wash stations will be used throughout North Carolina during disasters and other emergencies to meet preparedness objectives. These services will be provided on an as needed basis. Quantities referenced in this document represent the best available estimates of the State's requirements. Each emergency is unique. Therefore, nothing in this document shall be construed to prevent the State, when necessary, from renting additional portable toilets and wash stations from non-contracted sources, nor shall it be construed to require the State to rent toilets and wash stations beyond its actual requirements. It is estimated that the State may require as many as fifty (50) portable toilets and as many as twenty (20) handwashing stations, however, no quantities are guaranteed. The Vendor shall provide portable toilets and portable wash stations to include daily service of each unit, which can include weekends and holidays. Contracted assets shall be delivered to and serviced in any requested North Carolina county or municipality within 24 hours.
