Alpine County Park Project

The Alpine County Park Project is a development initiative by the County of San Diego Department of Parks and Recreation to create a 95-acre site in El Cajon, California. The project consists of a 25-acre active park featuring diverse recreational facilities, including multi-use turf, baseball fields, bike skills areas, fitness stations, a community garden, and an administrative ranger station. The remaining 70 acres are designated as open space and preserve land dedicated to habitat restoration. The project is currently in a forecast stage, with a public review period for the recirculated Draft Environmental Impact Report running from July 31 to September 14, 2026. The project has undergone extensive environmental review to comply with the California Environmental Quality Act (CEQA) following a court-mandated writ of mandate. Key focus areas of the environmental analysis include biological resources, specifically the protection of the Quino Checkerspot Butterfly, western spadefoot toad, and pallid bat. Additionally, the project addresses significant wildfire risks due to its location in a Very High Fire Hazard Severity Zone, requiring detailed fire behavior modeling and mitigation. Transportation and circulation analyses have been updated to address vehicle miles traveled and traffic safety hazards along South Grade Road, adhering to AASHTO and California Manual on Uniform Traffic Control Devices standards. Administrative oversight is led by Megan Doran and Kiran Seibel, with technical support from HELIX Environmental Planning.
