The contract structure consists of a four-year base period from March 1, 2027, to February 28, 2031, and a five-year option period extending to February 29, 2036. Award will be determined using the Lowest Price Technically Acceptable (LPTA) process, evaluating technical factors such as staffing, operations, maintenance, and contractor-furnished equipment on an acceptable or unacceptable basis, alongside a past performance evaluation. Contractors must adhere to DLA Energy directives, DoD and Navy safety and environmental regulations, and provide a detailed Quality Control Plan. Invoicing is to be processed electronically via Wide Area WorkFlow (WAWF).
