The U.S. Department of Veterans Affairs, through its Office of Research and Development and the Regional Procurement Office in Pittsburgh, intends to award a sole-source contract to the National Academies of Sciences, Engineering, and Medicine to support a sustained Forum on Traumatic Brain Injury. The purpose is to establish a neutral, ongoing platform that unites government agencies, academic institutions, industry leaders, foundations, and patient advocates to identify strategic priorities, bridge research gaps, and improve coordination across the full continuum of TBI care—from prevention and acute treatment to rehabilitation and long-term support. The contractor is required to host a minimum of two forums per year, with the potential for an additional workshop annually, and must produce quarterly progress reports, published summaries of workshop proceedings, and timely post-meeting documentation. Travel for experts is anticipated at approximately 106 days in the base year, coordinated in compliance with federal regulations. The contract is structured as an Indefinite Delivery/Indefinite Quantity agreement with firm-fixed price task orders over a five-year period. All deliverables must meet stringent quality standards, including clarity for non-specialist audiences, timeliness, comprehensive analysis, and integration of stakeholder input. The contractor’s personnel must possess deep expertise in TBI, scientific and policy evaluation, consensus-building, committee management, and national meeting coordination, with at least one key individual holding a Ph.D. in Biological Sciences. Section 508 compliance is mandatory to ensure accessible electronic and information technology for participants with disabilities. The VA will review all deliverables within 15 business days, allowing the contractor five days to incorporate feedback before final acceptance. While the contract is being awarded on a sole-source basis under FAR 6.302-1 due to NASEM’s unique capabilities and prior engagement, any responsible entity may submit a capability statement by July 16, 2026, to challenge the non-competitive determination. The work will be performed at NASEM’s facility in Washington, D.C., with ongoing coordination required between the contractor and the VA’s Contracting Officer and Program Office.
