This procurement is conducted under FAR Part 12 as a commercial item acquisition and justified solely under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 due to the unique qualifications and biosecurity compliance capabilities of Thomas D. The contract requires the vendor to be currently registered in the System for Award Management with a valid Unique Entity Identifier, and all deliveries must be made to the NMRC facility in Silver Spring, Maryland. While no pricing details or contract type are disclosed, the procurement is not subject to competitive bidding and relies on statutory exceptions for sole source awards. The contracting officer is Shama Carter, with technical oversight provided by Charles I. Simerman and Jennifer L. Moses of the Undersea Medicine Department. Failure to meet animal health standards, delivery timelines, or SAM registration requirements will result in rejection of the offer or termination of eligibility for award.
