The National Shipbuilding Research Program Executive Control Board intends to issue two types of solicitations for fiscal year 2027: Research Announcement 27 and Panel Project Announcement 27. The program aims to research, develop, and implement industry-relevant shipbuilding and sustainment technologies to improve efficiency and throughput across the U.S. shipyard industrial base. All projects must include at least one U.S. shipyard participant, with a preference for multiple participants including ECB member shipyards. Panel projects are subject to a funding ceiling of 200,000 dollars. For RA27, the standard 50 percent cost share goal is waived for academia, non-profits, and small businesses under NAICS 541715, though it remains in effect for other organization types. The Executive Control Board will evaluate projects based on overall value, specifically considering cost share and shipyard participation. Solicitations are expected to be released between March and April 2026 on SAM.gov and NSRP.org. Summary proposals for RA27 are anticipated in mid-July 2026, while white papers for Panel Projects are expected in late August 2026, with final selections occurring between September and November 2026.
