Generative Artificial Intelligence (GenAI) Electronic Performance Support System (EPSS) under CSO N0003925S001.
Solicitation # N0003926R9450
The Naval Information Warfare Systems (NAVWAR) command is seeking commercial solutions for a Generative Artificial Intelligence (GenAI) Electronic Performance Support System (EPSS) under solicitation N0003926R9450. This effort is managed through a three-phase Commercial Solutions Opening (CSO) process consisting of solution briefs, pitch sessions, and final proposals. The government is looking for a solution with a Technology Readiness Level (TRL) of 6 or higher, meaning the prototype has been tested in a relevant environment outside of a lab. Key technical requirements include strict Retrieval-Augmented Generation (RAG) grounding, explainable AI, zero trust and offline security, role-based access control, and prompt-injection defense. The system must support air-gapped updates via self-contained offline install files and maintain a binding Service Level Agreement to patch critical and high-severity vulnerabilities within 14 days. Evaluation will be based on primary and desired attributes, with primary attributes carrying higher weighting. Vendors must be registered in SAM and possess a CAGE code to utilize the Procurement Integrated Enterprise Environment (PIEE) for submissions. The scope of work includes content engineering to decompose manuals into procedural and troubleshooting formats, as well as a graceful degradation capability that reverts to keyword search if AI components fail. All data at rest and in transit must be encrypted using FIPS-validated cryptography. Potential award instruments include either a FAR-based procurement contract or an Other Transaction (OTA) agreement. Interested parties must submit their Phase 1 Solution Briefs via the PIEE Solicitation module by the specified deadline.

Non-Research Long-Term Care facility needed for the enrichment and socialization of Non-Human Primate colony
Solicitation # 75D30126Q79062
The Centers for Disease Control and Prevention Office of Acquisition Services is seeking a firm-fixed-price contract for the permanent housing, transportation, and lifetime care of approximately 130 to 132 non-human primates. The selected contractor must provide a GFAS-accredited sanctuary that prohibits research, breeding, the buying or selling of animals, and direct public contact. The scope of work includes coordinating safe transport from the CDC campus, performing intake exams and quarantine, and implementing structured social group formation and behavioral rehabilitation. The contractor will assume full ownership and financial responsibility for the animals, providing comprehensive veterinary care and species-appropriate habitats for a period of 10 years. The acquisition is not a set-aside and falls under NAICS code 813312. Evaluation is based on a technical-heavy approach where technical criteria are significantly more important than price. Proposals are screened via a Go/No Go check for GFAS accreditation, followed by assessments of facility information, staffing, animal management and safety plans, and past performance. The contract includes specific line items for transportation, initial food and water, intake services, and a final lump sum payment for long-term care. Following several amendments to incorporate Q&A and revise the solicitation, the final response deadline is September 11, 2026, at 12:00 PM EDT.
