The Naval Information Warfare Systems (NAVWAR) command is seeking commercial solutions for a Generative Artificial Intelligence (GenAI) Electronic Performance Support System (EPSS) under solicitation N0003926R9450. This effort is managed through a three-phase Commercial Solutions Opening (CSO) process consisting of solution briefs, pitch sessions, and final proposals. The scope of work includes content engineering to decompose manuals into procedural and troubleshooting formats, as well as a graceful degradation capability that reverts to keyword search if AI components fail. All data at rest and in transit must be encrypted using FIPS-validated cryptography. Potential award instruments include either a FAR-based procurement contract or an Other Transaction (OTA) agreement. Interested parties must submit their Phase 1 Solution Briefs via the PIEE Solicitation module by the specified deadline.
