This is a sole source notice of intent and is not a request for proposals or quotations. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not reimburse respondents for any costs associated with preparing or submitting a response to this notice.
The Department of War Education Activity (DoWEA) has the following requirements:
The Contractor shall provide commercial off‑the‑shelf, 100% digital instructional resources and associated technical support for DoWEA’s AP® Literature and Composition classes systemwide. The resources shall be fully aligned to the College Board Course and Exam Description and include student and teacher instructional materials sufficient to support approximately 1,000 students, 40 teachers, and above‑school‑level subject matter experts for one year.
The applicable North American Industry Classification System (NAICS) code is 513130, Book Publishers, and the applicable Product Service Code (PSC) is 7610, Books and Pamphlets.
DoWEA intends to award a sole‑source Firm‑Fixed‑Price (FFP) bridge contract pursuant to 10 U.S.C. § 3204(a), as implemented by FAR 6.103(a), for an acquisition at or below the simplified acquisition threshold where the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. Only one responsible entity can meet DoWEA’s requirements, and no other supplies or services will satisfy the agency’s needs. The anticipated contract will be a Firm‑Fixed‑Price contract with a one‑year base period.
