AP Literature and Composition Instructional Resources

The Department of Defense Education Activity (DoDEA) is proceeding with a sole-source, firm-fixed-price bridge contract to acquire commercial off-the-shelf, fully digital instructional resources and technical support for its AP® Literature and Composition program, serving approximately 1,000 students, 40 teachers, and subject matter experts across its system for one year. The contract is justified under FAR 6.102(d)(3) due to the determination that only one responsible source—Cengage Learning, Inc.—can meet the unique and specialized requirements without causing operational disruption, loss of prior training investments, or instructional gaps, particularly given the constraints imposed by a prior government shutdown. The work will be performed at the contractor’s facilities, with all deliverables submitted electronically to the Contracting Officer’s Representative in Alexandria, Virginia, and must be fully aligned with the College Board’s Course and Exam Description, accessible via Google Chrome and Microsoft Edge, and packaged in compliance with IMS Global and SCORM® standards. The contract is valued at $50,000, with no option periods, and all data, intellectual property, and digital content developed under the agreement remain the exclusive property of the Government with unrestricted rights. The contractor must provide 24/7/365 technical support with a requirement to acknowledge support requests within two hours and resolve 90% within one business day, with the remainder resolved within five business days. All systems must comply with FedRAMP Level 2, Section 508, WCAG 2.1 Level AA, FERPA, and the Privacy Act, ensuring that personally identifiable information is handled securely and without embedding PII in usernames or passwords. Personnel with access to DoDEA data, including third-party testers, must be U.S. citizens and complete annual Privacy Act training, submitting certificates to the COR. Cybersecurity compliance requires immediate patching of vulnerabilities within five business days, reporting any breaches within 72 hours, addressing all DoD Technical Advisories, implementing applicable STIGs, and submitting a Plan of Action and Milestones within 30 days if any cybersecurity findings are identified. The contractor must deliver the full suite of student and teacher resources annually with copyright dates no older than one school year, and no physical packaging or shipping is involved. The contract is not subject to competition, and no reimbursement will be provided for costs associated with preparing a response, as this notice serves solely as an announcement of intent for a sole-source award to ensure uninterrupted educational continuity.
