AI Contract Overview
The Department of War's Office of Strategic Capital is undertaking a significant transformation to enhance the mission effectiveness of its back-office operations, shifting from a focus on deal execution and startup activities to establishing a structured, scalable federal credit organization. Currently burdened by resource constraints and reliant on manual, paper-based processes, the office faces increased risks due to the rapid growth in deal volume and the absence of a formal "back of bank" infrastructure. This situation threatens long-term viability, audit readiness, and alignment with national security goals, necessitating immediate action to institutionalize operational capabilities that ensure resource protection and sustained mission success. To address these challenges, the Office of Strategic Capital is soliciting innovative business process solutions under the authority of 10 U.S.C. § 4022 to rapidly design, document, and implement a minimum viable operating model for its back-office functions. The effort aims to build foundational components supporting credit operations, risk management, portfolio oversight, and compliance, enabling deal teams to concentrate on execution securely and efficiently. The desired outcome is a fully operational, repeatable, and auditable back-office infrastructure that supports the growing mission. The solicitation, managed by Washington Headquarters Services and located in Arlington, Virginia, was posted in May 2026 with a response deadline in mid-May 2026. Point of contact information is provided for interested parties seeking further engagement.

Full Description
The Department of War (DoW) Office of Strategic Capital (OSC) is currently at a critical transition point and is seeking novel business processes to drastically enhance the mission effectiveness of its back-office functionality. Historically focused heavily on initial deal execution and startup activities, the organization must now evolve into a structured, scalable federal credit organization.
Currently, OSC faces severe resource constraints and relies on highly manual, person-dependent, and paper-based processes in key functional areas like credit operations and portfolio management. As the deal pipeline continues to expand rapidly, the lack of a formalized "back of bank" infrastructure introduces unacceptable risks to long-term viability, audit readiness, and alignment with national security objectives. The mission requires an immediate institutionalization of operational capabilities to safeguard resources and ensure sustained mission success.
Using the authority in 10 U.S.C. § 4022, OSC seeks a novel business process solution to rapidly design, document, and implement a minimum viable operating model (MVOM) for the Office of Strategic Capital’s back-office. This effort focuses on developing the foundational pillars of a federal credit program infrastructure, spanning credit operations, risk management, portfolio oversight, and compliance, thereby enabling deal teams to focus securely and efficiently on execution.
The desired end state is a fully functional, repeatable, and auditable "back of bank" infrastructure that seamlessly supports OSC’s deal execution teams.
