The U.S. Army Contracting Command – Redstone Arsenal is soliciting innovative commercial solutions through the Army Advanced Manufacturing (AdvM) Commercial Solutions Opening (CSO) numbered W9124P26SC001 to strengthen the Army’s Organic Industrial Base and extend advanced manufacturing capabilities to the tactical edge. This continuous solicitation leverages multiple federal authorities including 10 U.S.C. § 3458, 10 U.S.C. § 4022, Revolutionary FAR Overhaul 6.101(b)(3), and the Employee Stock Ownership Pilot Program to facilitate flexible, non-traditional acquisition pathways for cutting-edge technologies. The focus is on proposals that close critical capability gaps, enhance manufacturing readiness, and improve efficiency across the Army’s industrial and operational ecosystems, with an emphasis on scalable, commercially viable products and processes. Responses are accepted through two mechanisms: direct submission to general Areas of Interest or in response to time-limited Calls for Solutions, both of which are detailed in the governing documentation. All submissions must align with the requirements outlined in the Army AdvM CSO document, with the Active Capability Gap mailbox referenced in Section 4.1. The Government retains the right to update the CSO at any time, replacing prior versions with conformed revisions clearly highlighted in yellow to ensure transparency. Requests for Information posted under this solicitation serve solely for market research and do not obligate the Government to issue a follow-on Call for Solutions. The solicitation remains open indefinitely until formally canceled, but individual Calls for Solutions will have specific submission deadlines. Primary point of contact for inquiries is Stephanie Dillon at usarmy.redstone.acc.mbx.acc-rsa-advm-cso@army.mil, and all participants are urged to monitor the official SAM.gov portal for updates and amendments.

*Note* - The mailbox for the Active Capability Gap (ACG) Portion is available in the attached W9124P26SC001 Army AdvM CSO document, Section 4.1 - Phase 1 Submission Instructions.

The Army Advanced Manufacturing (AdvM) Commercial Solutions Opening (CSO) aims to support the Headquarters Army Materiel Command (HQ AMC), the Army's AdvM Lifecycle Management Delegee, through solicitation of innovative commercial solutions to establish and advance manufacturing capabilities within the Army's Organic Industrial Base (OIB) and Army echelons to the tactical edge.

The U.S. Army Contracting Command - Redstone Arsenal (ACC-RSA) is interested in making awards by maximizing existing authorities and utilizing any single authority or a combination of the authorities below:

  • 10 U.S.C. § 3458 – Authority to acquire innovative commercial products and commercial services using general solicitation competitive procedures / DFARS RFO 212.70 – Defense Commercial Solutions Opening

  • 10 U.S.C. § 4022 – Authority of the Department of Defense (DoD) to carry out certain prototype projects

  • Revolutionary FAR Overhaul (RFO) 6.101(b)(3) – Other Competitive Procedures

  • Employee Stock Ownership Pilot (ESOP) Program authorized by Section 874 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2022, as amended by Section 872 of the NDAA for FY2024.

ACC-RSA is seeking to obtain commercial, innovative solutions or potential capabilities that fulfill requirements, close capability gaps, or provide potential innovative technological advancements. We are actively pursuing meaningful proposals with varying technical or scientific approaches. This CSO specifically targets advanced manufacturing technologies, products, and processes to improve readiness, efficiency, capacity, and capability within the Army's OIB and down to the tactical edge.

Interested parties are highly encouraged to review the Army AdvM CSO to obtain additional information on the process for providing solutions under this solicitation. The Army AdvM CSO enables companies to respond to general AdvM Areas of Interest (AOIs) and through the Government release of specific Calls for Solutions. Both methods are outlined in the solicitation but utilize two separate processes.

As Amendments are posted to the Army AdvM CSO, the Government will delete the previous version and upload the latest conformed version. All revisions will be highlighted in yellow to allow for transparency of the revisions made.

Requests for Information (RFIs) posted under this CSO are for market research purposes only and the Government has no obligation to post a subsequent Call for Solutions for the requirement.

Please note that this Army AdvM CSO will remain open continuously until canceled by the Government. However, specific Calls for Solutions will be open for a limited period of time and will include individual response deadlines.

Sole Source Notice for Alcorn State University Product Development Center (PDC)Alcorn State University is conducting a sole source procurement for professional consulting services through its Product Development Center in Lorman, Mississippi, under solicitation number 9210-27-R-RFIN-00001, with a response deadline of August 10, 2026. The contract, valued at $138,000, involves a twelve-month engagement with Donald & Associates Consulting Group to deliver an integrated suite of services including strategic planning, food manufacturing system implementation, regulatory compliance with HACCP, GMP, SSOP, and OSHA standards, product commercialization, branding, grant development, workforce training, operational documentation, and knowledge transfer. The procurement is justified under FAR 6.302-1 as a sole source due to the vendor’s proprietary methodology, integrated implementation framework, and unique alignment with the university’s institutional goals, eliminating the possibility of competition without duplication of effort or fragmentation of services. Payment is structured as monthly installments of $11,500 based on performance milestones and formal acceptance of deliverables by the university, with no options, extensions, or alternative pricing tiers included. The place of performance is exclusively at the Alcorn State University Product Development Center in Lorman, MS, and all services are to be delivered on-site. Mertha George serves as the primary point of contact for procurement matters and payment coordination, located at 1000 ASU Dr #509, Lorman, MS 39096. Objections to the sole source determination must be submitted by the deadline and may be appealed to the Public Procurement Review Board. No formal contract clauses from the Federal Acquisition Regulation, list of attachments, packaging requirements, evaluation factors, or vendor representations and certifications are included in the documentation, consistent with the nature of the procurement being a non-competitive justification rather than a competitive solicitation. The funding originates from the university’s state appropriation, and while the solicitation references an RFx number and agency code, no specific accounting lines or payment office banking details are provided.

Delivery is required by September 1, 2026, to the facility located at 9611 S Riverbend Ave, Parlier, CA, with no alternate delivery or installation instructions specified. The solicitation does not include formal contract clauses, evaluation factors, pricing information, or award basis since it is a pre-solicitation market research notice intended to gather industry input rather than solicit bids. No specific packaging, marking, invoicing, or payment procedures are outlined in the available documentation. The contracting office is based in Beltsville, Maryland, with point of contact Katelyn Nelson available for inquiries. Inspection and acceptance criteria are not explicitly stated but are implicitly tied to the technical specifications provided, which serve as the basis for compliance. There are no stipulated security, data rights, Section 508 compliance, or key personnel requirements, nor are there any options, extensions, or subcontracting plans indicated. The absence of CLINs, cost estimates, or contract value figures underscores that this document is non-binding and purely exploratory, aimed at validating market availability and technical feasibility before proceeding with a formal procurement. All performance and delivery obligations are tied to the designated location in Parlier, California

These services will be delivered under the existing Indefinite Delivery Requirements Type Contract SPRRA2-24-D-0010 in support of the Tactical Aviation and Ground Munitions Project Office. The government intends to award this effort solely to Invariant Corporation under FAR 6.302-1(a)(1) due to its status as the only responsible source. While the award is predetermined, the agency encourages all small business categories—including 8(a), SDB, HUBZone, WOSB, and SDVOSB—to register and demonstrate capability to potentially compete for future opportunities. Contractors must meet prequalification requirements and assume full responsibility for engineering, manufacturing, supply chain management, logistics, long-lead procurement, obsolescence mitigation, and final delivery, bearing all associated costs. This notice is strictly for informational and planning purposes and does not constitute a solicitation, request for proposal, or commitment to issue a future contract. No funds are available for the preparation of responses, and submissions are entirely voluntary. Although responses are accepted until July 17, 2026, the government is under no obligation to award any contract based on the information received. The point of contact for inquiries is Scott Alexander at scott.alexander@dla.mil, with Anna Phillips as a secondary contact. Project Manager, Short and Intermediate Effectors for Layered Defense Maneuver-Short Range Air Defense Increment 3, Next Generation Short Range Interceptor ProductionThe U.S. Army’s Project Manager for Short and Intermediate Effectors for Layered Defense, under the Maneuver Short Range Air Defense (M-SHORAD) program, is issuing a Request for Information (RFI) to gather industry input on the production of the Next Generation Short Range Interceptor (NGSRI), a surface-to-air missile system designed to replace the Stinger and counter evolving aerial threats including rotary and fixed-wing aircraft and unmanned systems. This RFI, extended to July 26, 2026, is explicitly not an invitation to bid or a promise to issue a future contract; it serves solely as market research to evaluate industry capabilities, production readiness, and technical solutions for a planned production run of 11,000 missiles and 2,200 Control Launch Assemblies beginning in FY28. Responses must include detailed information on corporate structure, past experience in guided missile manufacturing, production capabilities, risk mitigation strategies, supply chain management, and cost and schedule estimates aligned with the Army’s production timeline, with proposed unit costs based on a ten-year horizon and assumptions around low-rate initial production volumes. All submissions must be unclassified, mark proprietary content clearly, and include a white paper not exceeding 20 pages. Respondents are required to address comprehensive technical and programmatic elements including integration of logistics support, training materials, total package fielding, and Full Material Release processes. The RFI seeks information on manufacturing readiness levels, achievable minimum and maximum production rates, retrofitting costs for compatibility with existing Stinger launcher platforms, and data rights for technical documentation. Companies must identify their business size under NAICS code 336414, specify any small business certifications, and disclose subcontractor involvement, particularly with non-traditional defense contractors or disadvantaged businesses. Responses must be sent via email to designated Army contracting officials by the deadline, with no phone inquiries permitted. The government will use all received submissions to assess industry capacity and inform future acquisition decisions, reserving the right to seek clarifications and emphasizing that no reimbursement will be provided for response costs. All information submitted becomes government property and will not be returned.
