QBI Topic Independent Verification and Validation (IV&V)

The Defense Advanced Research Projects Agency (DARPA) is soliciting proposals under the Quantum Benchmarking Initiative Topic (QBIT) to secure innovative infrastructure, equipment, and expertise for Independent Verification and Validation (IV&V) support. The primary objective is to augment the QBI Test and Evaluation team to ensure that utility-scale quantum computer concepts can be constructed and operated as intended. The scope of work encompasses the entire quantum computing stack, including systems engineering, use-case definition, integrated prototype testing, the establishment of component performance requirements, and the provision of critical infrastructure such as power, cooling, and computing space. Selected participants will be awarded an Other Transaction (OT) for Research project. The solicitation follows a two-phase submission process via the Broad Agency Announcement Tool, beginning with a mandatory five-page abstract. Abstracts are evaluated based on their value add to existing QBI IV&V efforts, and only invited organizations may submit full proposals, which are due by December 30, 2026. Full proposals are evaluated based on technical feasibility and execution, scientific validation and evidence, and budget realism. To be eligible for an award, proposers must possess a valid Final Level 1 Cybersecurity Maturity Model Certification (CMMC) status and a current annual CMMC affirmation recorded in the Supplier Performance Risk System. Additionally, prime contractors must be capable of protecting Controlled Unclassified Information (CUI) and may be required to submit an Organizational Conflict of Interest mitigation plan.
