AUDITORS LICENCED UNDER THE PUBLIC ACCOUNTING ACT TO CONDUCT ELECTION COMPLIANCE AUDIT(S)

The County of Simcoe is seeking qualified individual auditors licensed under the Public Accounting Act, 2004, to be placed on a non-exclusive Qualified Supplier List for the purpose of conducting municipal election compliance audits following the 2026 municipal election. The County intends to select up to five top-scoring applicants for this Standing Arrangement List, from which the Joint Compliance Audit Committee will appoint one or more auditors as needed. The initial term of the arrangement is three years, beginning approximately March 2027 and ending March 2030, with a possible one-year extension at the County's discretion. Eligible applicants must be licensed individuals rather than firms or corporations and must not have provided advice or audit services to any candidate, campaign, or registered third party advertiser involved in the 2026 municipal election within the specified municipalities. Evaluation is based on mandatory licensing, years of experience, forensic audit skills, knowledge of the Municipal Elections Act (1996), and the proposed methodology. Selected auditors must provide comprehensive investigative reports and adhere to strict insurance requirements, including 5 million dollars in general liability and 2 million dollars each for professional and automobile liability. Submissions are due by September 28, 2026, via the online bidding portal and must include a detailed pricing structure covering retainers, hourly rates, and mileage.
