This contract notice addresses clarifications pertaining to both a Multiple Award Contract (MAC) and an Other Transaction Agreement (OTA) related to autonomous and unmanned systems. The government provided responses to industry questions, including updates on the expected release date of the MAC Request for Proposal (RFP), which is now anticipated to be posted in late November, later than initially estimated. For the OTA, important definitions were clarified regarding "foreign-owned" and "foreign-influenced" companies, specifying that a U.S. company is considered foreign-influenced if foreign interests have the ability to direct the company’s management or operations in ways that could compromise classified information or contract performance. Additionally, procedural guidance was provided for submitting Letters of Intent (LOIs), confirming that they must be addressed to the Procurement Contracting Officer, Jessica Black, and submitted by email no later than 5 p.m. EST on October 14, 2011. No changes or clarifications applicable to both contracting mechanisms were noted. The contract falls under the Department of Defense’s Naval Information Warfare Center Pacific office located in San Diego, California, and serves to facilitate industry participation in future procurements related to autonomous and unmanned systems development and acquisition.
