This contract modification amends Presolicitation Notice 72732 and provides clarifications through a series of questions and answers for potential offerors. It confirms that the opportunity is a competitive bid open to universities, allowing them to decide independently whether to participate. The pricing structure is expected to remain unchanged at this time, offering stability and predictability for bidders. Additionally, there is a discussion regarding access to SAR data; while no agreement has yet been finalized, any forthcoming arrangement would require a separate agreement and likely necessitate reviewing the data onsite. Issued by the Acquisition Management Division of the Department of the Interior, the contract is associated with the office located in Sterling, Virginia. It was posted in June 2003 and does not specify set-aside types or NAICS codes. The contract details emphasize transparency in the procurement process and address concerns related to data access, reflecting organizational protocols and potential constraints linked to sensitive information. Interested parties are encouraged to visit the provided website for more information on the radar data agreement.

This Modification to Presolicitation Notice 72732 provides the following questions and answers to all potential Offerors: Question 1: Is this a University Study? Answer 1: This is a competitive bid. Universities [are] able to bid [and] it would be a decision within a university on whether they [want to]. Question 2: Will the price reevaluation go up or down? Answer 2: At this time it is expected to remain the same. Question 3: Regarding the SAR data, is there a potential agreement for access? Answer 3: We haven't heard back from them yet, but if we did get a yes answer, it would mean they have to sign their own agreement and probably look at the data in our office. V--Vessel Atlantic Ops Physical Inspections Draft RFP
Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.
