The US Department of the Interior, Minerals Management Service plans to award a sole source contract to Southwest Statistical Consulting for the development and assessment of methodologies related to in-place recoverable gas hydrates on the Outer Continental Shelf. This contract entails ensuring that statistical methodologies meet best practices, evaluating model components through pilot testing and sensitivity analysis, and conducting cross-validation of model performance. Additional tasks include analyzing error propagation, defining the hydrate stability zone, and estimating methane volume and hydrate densities within that zone. The work requires deep expertise in statistical principles related to hydrocarbon resource assessment, making Dr. Schuenemeyer, with over 40 years of experience in predictive probabilistic modeling, the uniquely qualified individual for this contract. The contract will cover one base year and two option years and is being awarded without a formal solicitation as per FAR Part 6.302-1, citing the existence of only one responsible source. This notice does not represent a Request for Quotation or Proposal, and no purchase orders will be issued based on responses to this notice. Interested parties may submit evidence that competition is beneficial to the government by the deadline of May 24, 2005. All inquiries must be submitted in writing via email or fax to the designated point of contact, Kimberly Luke, as telephone inquiries will not be accepted. The government retains sole discretion on whether to compete the contract further.
