The U.S. Department of the Interior's Minerals Management Service (MMS) intends to award a sole source contract to the University of Alberta's Department of Biological Sciences for a five-year study titled "Populations and Sources of Recruitment in Polar Bears." This study will focus on tracking juvenile polar bears along the Canadian Beaufort Sea by fitting them with GPS satellite transmitters to monitor their movements until they establish breeding home ranges, providing insights into natal dispersal. The University of Alberta will collaborate with a leading polar bear biologist from the Canadian Wildlife Service, with both entities supplying the necessary funding, expertise, permits, and logistical support. The research will be conducted in coordination with remote local communities and subsistence Native populations near the study area. The initial year of this project is funded at $250,000. The contract is awarded under the sole source provision of FAR 6.302-1, based on the unique qualifications of the University of Alberta and the partnership with the Canadian Wildlife Service, which no other supplier can fulfill. This notice is informational and not a solicitation for competitive quotes, though the government will consider any information submitted by March 25, 2005, before making a final decision. Inquiries are to be directed by email or fax to the designated MMS procurement contact, with phone calls discouraged.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
