The Department of Defense, through its contracting office at Schriever Space Force Base, Colorado, has issued a presolicitation notice for a Total Small Business Set-Aside contract (NAICS 337214) focused on the procurement, delivery, installation, and removal of office furniture and cubicles. The requirement involves disassembling and disposing of existing furniture and installing new furniture systems in Building 24, Room 1706, ensuring full compliance with all applicable federal, state, and Department of Defense regulations including the Davis-Bacon Act wage determination, National Electrical Code, Architectural Barriers Act, and base security directives. The contractor is responsible for coordinating all labor, equipment, and materials, and must provide manufacturer-certified installers to deliver furniture items such as desks, chairs, storage units, ergonomic components, and power/data integration. The work includes removal of packing materials, recycling where feasible, and delivery of all required documentation including warranties, installation manuals, and updated automated master drawings reflecting the as-installed layout. Performance oversight will include multiple government points of contact, including a Contracting Officer, Contracting Specialist, and Government Project Manager, although the latter’s contact details are not specified. Inspection and acceptance will be conducted on-site at Schriever SFB, with the government having final approval authority based on criteria such as proper assembly, alignment, operational function, and adherence to manufacturer and government specifications. The contract will be firm-fixed-price based on offers submitted by small businesses, requiring submission of business size, CAGE or UEI codes, and details of any subcontracting arrangements, particularly if the offeror is solely an installer subcontracting to a manufacturer. A mandatory site visit is scheduled for May 15, 2026, followed by a solicitation response deadline on May 20, 2026. Operational protocols include strict base access and security requirements such as badge issuance, personnel vetting, adherence to base work hours and escort provisions, and compliance with environmental, safety, and emergency notification standards. Invoicing will be accomplished electronically through the Wide Area Workflow system, requiring final inspection checklists to be submitted with invoices. The absence of detailed evaluation criteria and formal FAR clauses in the available documentation suggests a focus on compliance with the stated specifications and firm-fixed-price proposals from qualified small business vendors.
