Full Description

The project consists of implementing an Interim Removal Action Plan (IRAP) that describes interim remedial actions at the Coca-Cola beverage bottling, warehouse, and distribution operations facility located at 1334 South Central Avenue in the City of Los Angeles (Site). Project activities consist of installing and operating a soil vapor extraction (SVE) system to address soil vapor impacts. The interim remedial action will involve construction and operation of an SVE system. The primary chemicals in soil vapor that will be targeted by SVE remediation will include volatile organic compounds, including PCE. The SVE system will be connected to three new wells to remediate soil vapor to a total depth of 180 feet bgs. This SVE system is anticipated to operate for between one and three years. Data received from operating the three new wells will be used to evaluate the effectiveness of the SVE system and determine what additional areas on the Site may require remedial action. In addition, the data will be used to identify any additional extraction wells that may be required during full scale remediation which would occur after completion of the interim remedial actions. It is anticipated that the full-scale SVE remedial design would be described and reviewed in a future Removal Action Plan (RAP). Extracted vapors from the SVE wells will be vented to two 2,000-pound granular activated carbon (GAC) vessels (carbon absorbers) connected in a series to treat the extracted vapors. As required by a permit from the South Coast Air Quality Management District (SCAQMD), soil vapor samples will be collected at the inlet and outlet of each GAC vessel and analyzed. The applicant anticipates renting and operating the SVE system with a various locations permit air permit for the first year and then transition to a site-specific permitted SVE system as remediation continues. Prior to drilling the three new wells, any applicable well installation permits from the Los Angeles County Department of Environmental Health Bureau of Environmental Protection Water Quality Program will be obtained. A site-specific health and safety plan (HASP) will also be implemented to ensure all field personnel conduct the safety procedures presented in the HASP. Although not anticipated, in the event biological, cultural or historical resources are discovered in the course of project activities, work will be suspended while a qualified biologist, cultural or historical specialist makes an assessment of the area and arrangements are made to protect or preserve any resources that are discovered. If human remains are discovered, no further disturbance will occur in the location where the remains are found, and the County Coroner will be notified pursuant to the Health and Safety Code, Chapter 2, Section 7050.5.
