Beaumont Master Drainage Plan Line 2, Stage 1

The Beaumont Master Drainage Plan Line 2, Stage 1 project involves the installation of approximately 5,000 linear feet of 84-inch to 102-inch reinforced concrete pipe (RCP) along 6th St, Pennsylvania Ave, and E 1st St in the City of Beaumont, Riverside County, California. The project aims to manage future drainage flows and reduce flooding risks by installing the RCP at a depth of no more than 25 feet. Key infrastructure components include manholes for maintenance access at intervals of no more than 500 feet, as well as various inlets and outlets. Specific modifications are required at Berkshire Avenue, where outlets will be lowered by 2 feet and exit pipe sizes will increase, necessitating the reconstruction of headwalls and surrounding grading. The project involves the removal of 13,000 cubic yards of material and the backfilling of 5,000 cubic yards, with water being permanently diverted away from eastern channels. To ensure safety and environmental compliance, the project incorporates traffic control measures, including signs, barriers, and flaggers, and employs best management practices such as silt fences and basins for soil erosion control. The project has undergone extensive environmental review under the California Environmental Quality Act (CEQA), resulting in a Negative Declaration. Comprehensive studies have been completed regarding air quality, greenhouse gas emissions, construction noise, and biological resources, including a Determination of Biologically Equivalent or Superior Preservation (DBESP) report. Additionally, paleontological and cultural resource surveys were conducted, with recommendations for archaeological monitoring during construction. The project is coordinated through the City of Beaumont Public Works Department and involves oversight from agencies such as the State Water Resources Control Board and the U.S. Army Corps of Engineers.
