Bedford Canyon Channel Stage 1

The Riverside County Flood Control and Water Conservation District is advancing the Bedford Canyon Channel Stage 1 Project to improve drainage and reduce sedimentation along a 2,200-linear-foot segment of Bedford Canyon Wash in Corona, California, particularly beneath and upstream of the Temescal Canyon Road bridge. The project involves the removal of approximately 500 feet of existing concrete-lined channel and the construction of a new 850-foot concrete-lined trapezoidal channel extending westward from the natural channel, while also improving an adjacent 1,700-foot unimproved segment downstream of the I-15 Cajalco Road off-ramp. Work includes channel excavation, installation of riprap drop structures and slope protection, construction of access and maintenance roads, and implementation of a long-term maintenance program to ensure continued hydraulic performance. The project is designed to handle peak flows from a 100-year storm event, stabilize eroding banks, and reduce sediment accumulation. Construction is scheduled to begin on July 1, 2025, though a formal completion date has not been published, with emissions and environmental monitoring extending into 2026. The project operates under strict environmental and regulatory compliance frameworks, primarily governed by the California Environmental Quality Act (CEQA) and the Clean Water Act, with oversight from the Regional Water Quality Control Board, California Department of Fish and Wildlife, U.S. Army Corps of Engineers, and South Coast Air Quality Management District. Detailed environmental assessments are supported by multiple attachments covering aquatic and wildlife resources, special-status species, and plant surveys. Special contractual requirements include mandatory cultural resources monitoring agreements with the Pechanga and Soboba Tribes, work stoppage authority upon discovery of cultural artifacts, retention of a professional archaeologist for on-call monitoring, and a Paleontological Resources Impact Mitigation Program. Biological mitigation requires payment of a 3% fee under the Multiple Species Habitat Conservation Plan, pre-construction species surveys, and protection protocols for sensitive species. Inspection and acceptance occur on-site under the district’s authority, with enforcement of best management practices for erosion control, hazardous material handling, and air emissions.
