PL23028426 – U.S. Army Corps of Engineers (USACE) Public Law 84-99 Emergency Repair of Mormon Slough Levee System Site 0284-26

The U.S. Army Corps of Engineers Sacramento District is executing emergency repairs at Site 0284-26 of the Mormon Slough Levee System in San Joaquin County, California, under Public Law 84-99. This project, identified by solicitation number PL23028426, aims to restore approximately 100 feet of flood-damaged levee to pre-flood conditions. The work involves removing sloughed material through a vertical excavation of 12 feet before transitioning to a 1H:1V gradient. The site will be reconstructed to a 1H:1.25V slope, with the profile extending roughly 8 feet into the canal while maintaining a 1H:1V slope. The restoration process requires backfilling with quarry stone up to the mean water elevation of 87 feet, followed by a layer of filter-compatible material and soil-filled quarry stone. To ensure structural integrity and prevent future erosion, materials must be benched into the existing levee and rip rap must be placed at the toe. This project is designated as an emergency set-aside under Public Resources Code Section 15269(a) and is exempt from CEQA requirements due to a state of emergency declared for storm damage in early 2023.
