This is a REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. In accordance with Revolutionary Federal Acquisition Regulation Overhaul 15.101(c), the Government does not intend to award a contract based on this RFI or otherwise pay for information requested. The information will be treated as information only and not as a proposal. This is not a solicitation announcement nor a request for quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this RFI must be in writing.
The purpose of this RFI announcement is to conduct market research to make appropriate acquisition decisions and to gain knowledge of potential qualified offerors interested and capable of providing access to a hub for the San Antonio region’s healthcare and bioscience industry, as described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area of expertise and experience to fulfill the requirement.
The Defense Health Agency (DHA) Contracting Activity, 808 Schreider Street, Fort Detrick, MD 21702, is seeking to understand the capabilities of potential qualified Contractors who can provide the supplies and/or services for the following:
The United States Air Force (USAF) 59th Medical Wing Science & Technology requires technical and professional support services in support of the DHA, Headquarters USAF Surgeon General and United States Space Force Surgeon General. These services include clinical and translational research activities in all capacities ranging from providing personnel services to developing research execution plans and protocols. The contractor shall provide support through consistent care and first-rate technical assistance to the database via phone, email and online video tutorials and documentation. The service requires maintaining expert knowledge in database programming and testing to keep pace with the latest advances in information technology and provide clients with the best tools on the market. Security in terms of ensuring data integrity and security through fully encrypted database services, VeriSign Secure Sockets Layer and Enterprise level intrusion protection.
The Contractor shall provide the following continuous services:
The contractor shall provision, host, and maintain a web-based application suite capable of managing postgraduate medical training. Required modules and capabilities must include, but are not limited to:
- Automated scheduling and calendar integration.
- Standardized and customizable evaluation workflows.
- Duty time tracking and reporting.
- Secure logging of medical case logs and clinical trial data.
- Conference and event management.
- Secure, scalable cloud data storage with role-based access control.
Technical Support and Service Level Agreements
The contractor shall provide Tier 1 and Tier 2 technical assistance for the database and application suite.
- Availability: Support must be accessible via phone, email, and a web-based ticketing system.
- Documentation: Maintain up-to-date online video tutorials, user guides, and administrator documentation.
- Response Times: The contractor shall acknowledge critical system outages within one (1) hour and standard support requests within four (4) business hours.
- System Uptime: Maintain a minimum system availability/uptime of 99.9%, excluding scheduled maintenance.
Maintenance and Database Services
The contractor shall maintain the database architecture to industry best practices.
- Updates: Provide continuous patching, bug fixes, and feature updates to ensure the application remains compatible with current modern web browsers (Edge, Chrome, Safari).
- Testing: Conduct routine load testing and regression testing prior to any major software release to ensure zero degradation of operations.
Security and Information Assurance
As this system will process Controlled Unclassified Information, Personally Identifiable Information, and potentially Protected Health Information, the contractor must adhere to strict Department of War and federal data security mandates:
- Encryption: Ensure data integrity and security through Federal Information Processing Standards 140-validated encryption for data at rest (Advanced Encryption Standards-256) and data in transit (Transport Layer Security 1.2 or higher).
