The National Institute of Standards and Technology (NIST) is conducting market research to identify potential suppliers of SMC HRSF024-AN-20 compatible thermo-chillers for use in the Boulder Micro-Fabrication Facility, a Class 100 cleanroom supporting sensitive microelectronics research. The facility relies on these chillers to maintain precise temperature control for critical microfabrication tools, requiring units that must be drop-in incompatible with existing SMC hardware while being fully repairable using the current inventory of spare parts. Each unit must deliver 2400 W of cooling capacity with water as the circulating fluid, maintain temperature stability within ±0.1°C across a 5 to 40°C range, operate at a flow rate of 7 L/min, and be powered by 208 V 60 Hz single-phase electricity with an air-cooled design. All proposed equipment must come with a minimum one-year factory warranty. Respondents are required to provide detailed technical specifications, manufacturer and model information, warranty terms, delivery timelines, and service capabilities including installation, training, and maintenance. Responses must indicate whether the equipment is manufactured in the United States or abroad, describe potential for customization, and disclose any planned changes to manufacturing locations. Companies must also declare their small business status, suggest alternative NAICS codes if applicable, and list any existing federal contracts under which the equipment is available. NIST emphasizes that this is purely a market research notice with no obligation to procure or pay for information submitted, and all responses must be submitted before the deadline without including proprietary data. Responses must be sent via email to the designated point of contact and cannot substitute for a formal solicitation, which may be issued later based on findings from this inquiry.

Title: Sources Sought Notice for BMF Thermo Chillers

BACKGROUND

The National Institute of Standards and Technology (NIST) Boulder has a state-of-the-art research laboratory (the Katharine Blodgett Gebbie Building) to support the most sensitive research done at NIST. Included in this building is a Class 100 microelectronics fabrication facility, called the Boulder Micro-Fabrication Facility (BMF).  The BMF has many microfabrication tools that require cooling water in order to operate.  These tools are cooled using thermos-chillers.  To allow for stable spare units, parts, and drop-in replacements, the BMF has standardized to SMC thermos-chillers to minimize tool down time and required inventory control.  The BMF requires additional SMC thermos-chiller units in order to keep the facility operational.

NIST is seeking information from sources that may be capable of providing SMC thermos-chillers that. The unit must be drop incompatible with the Government’s existing SMC HRSF024-AN-20 units.  This includes all hardware, software, electrical, and plumbing connections.  It must also be able to be repaired with the Government’s existing spare parts for a SMC HRSF024-AN-20 model thermo-chiller.

NIST is seeking information from sources that may be capable of providing a solution that will achieve the specifications described below:

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
