Boeing Flight Attendant Egress Simulator Training (FAEST) FY28-32

The 763rd Enterprise Sourcing Squadron is seeking qualified sources to provide expert flight attendant egress simulator training for U.S. Air Force personnel operating the Boeing 737 C-40B/C, Boeing 757 C-32A, and Boeing 747 VC-25A and E-4B aircraft. Training must be delivered in accordance with the USAF Cabin Operating Manual and focus intensively on emergency procedures including egress, firefighting, ditching, water survival, CPR/AED, and hazardous material handling. All training must be conducted at the contractor’s facility using certified simulators and classroom environments that meet strict operational readiness standards, with simulation equipment required to be functional 98% of the time during each class session. Trainees must achieve certification in American Heart Association HeartSaver AED and American Red Cross CPR standards, and complete all water survival drills in simulated environments. The solicitation is for a follow-on contract with an anticipated period of performance spanning January 1, 2028, through December 31, 2032, and will be awarded as a Firm Fixed Price contract under full and open competition. Respondents must submit a capability statement of no more than ten pages detailing their business ability, relevant experience, and the percentage of work they will perform, with submissions due by 4:00 PM CST on May 28, 2026, via email to the designated procurement points of contact. The contract requires strict adherence to Controlled Unclassified Information protocols per DoDI 5200.48 and DAFI 16-1403, with all personnel required to sign Government-issued Non-Disclosure Agreements within five calendar days of award and before commencing work. Contractors must designate a primary point of contact within ten business days of award and notify the Contracting Officer’s Representative immediately of any personnel changes, resignations, or terminations, with replacements required to be qualified and onboarded within ten business days.
