AI Contract Overview
The Drug Enforcement Administration (DEA) is procuring bus advertising services for the Fentanyl Free America public awareness campaign through a sole source firm-fixed price purchase order awarded to Outfront Media, Inc., based on a determination that only one source is reasonably available to meet the agency’s specialized needs, in accordance with FAR 3304(a)(1). This action is justified under simplified acquisition procedures outlined in FAR Part 13, with the procurement not subjected to competitive bidding due to the unique nature of the advertising services required and the agency’s reliance on Outfront Media’s established capabilities for this specific campaign. The period of performance is set from July 1, 2026, through June 30, 2027, with performance to be conducted in Springfield, Virginia, and the acquisition is classified under NAICS code 541890 for other advertising services. All capability statements from interested parties must be submitted electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov by July 9, 2026, at 2:00 p.m. EST, though this notice is not a request for proposal and submissions will only be considered for determining whether to pursue competition. The contract value is not publicly specified, and no detailed pricing, payment terms, invoicing methods, or accounting codes such as TAS or ACRN are provided in the documentation. No packaging, marking, inspection, or acceptance criteria are detailed beyond the general application of FAR Part 13, and while the procurement includes firm-fixed pricing, there is no explicit indication whether award will be based on lowest price technically acceptable or best value trade-off, as no evaluation factors, weights, or scoring criteria are outlined. The government has not disclosed the identity of the contracting officer, contracting officer’s representative, or technical liaison beyond the point of contact for capability statements. Outfront Media’s unique position as the sole provider capable of delivering the required public awareness campaign through bus advertising forms the foundation for this non-competitive acquisition.
