Busato Parkette and McKean Park Construction

The Town of Whitchurch-Stouffville is soliciting proposals for the construction of two new parks: Busato Parkette at 330 Busato Drive and McKean Park at 185 McKean Drive. The contract requires the provision of all labor, materials, and equipment necessary for site preparation, removals, mobilization, and full construction as detailed in the technical specifications and site drawings. The project is expected to commence in mid-October 2026, with substantial completion targeted for July 2027. Key technical requirements include adherence to specific geotechnical recommendations for grading and drainage, compliance with the Occupational Health and Safety Act, and the use of rubber systems that have been proven in Ontario environments for at least ten years. All plant materials are subject to a two-season growing warranty and must meet strict size and condition standards. The Town will award the contract based on a cost/value analysis, with evaluation factors including Corporate Profile (10%), Company Experience (15%), Price Proposal (25%), and an optional Interview or Presentation (25%). Proponents must demonstrate significant experience in municipal park construction, providing at least three project examples from the last five years. Mandatory financial security includes a 10% Bid Bond, a 100% Performance Bond, and a 100% Labour and Material Bond. Additionally, contractors must provide proof of a valid Occupational Health and Safety Management System certification and a WSIB Certificate of Clearance. Payments will be processed through Electronic Funds Transfer (EFT).
