Business Development Consultant to Support DSEI Germany Request for Offer (RFO)

The Governor's Office of Business and Economic Development (GO-Biz) is seeking a qualified consulting organization to provide business-to-business matchmaking and market entry support for up to six California exporters participating in the DSEI Germany 2027 event. The estimated contract term runs from October 16, 2026, through March 26, 2027. The selected contractor must have an established trade promotion or consulting office in Europe, preferably in Germany, and provide at least one dedicated staff member for on-site support. Key responsibilities include hosting a marketing webinar on the European defense sector, conducting market fit evaluations, scheduling a minimum of four meetings per company, and performing post-event debriefs within two weeks of the event. The award will be determined through a holistic review based on relevant experience, technical approach, cost, and references, with a 5% preference given to certified Small Businesses, Microbusinesses, or those meeting specific Disabled Veterans Business Enterprise (DVBE) subcontracting goals. The suggested budget is 5,000 dollars per company, not to exceed 7,000 dollars per company, with payment issued only for the actual number of participating companies. Required submission documents include a technical proposal, cost proposal, and various certifications, such as the Drug-Free Workplace Certification, Darfur Contracting Act compliance, and the STD 204 Payee Data Record or IRS Form W-8 for foreign entities.
