The U.S. Government Publishing Office is soliciting proposals to replace its legacy Aleph Integrated Library System with a modern Library Services Platform to manage the Catalog of U.S. Publications, including migration of existing data, custom indexes, and replacement of federated search functionality previously provided by MetaLib. The solicitation, identified as 040ADV-26-R-0025, outlines a five-year performance period beginning June 1, 2026, structured as a base year followed by four one-year optional periods, each running through May 31 of the subsequent year. Proposals must be submitted in two separate volumes: a technical proposal limited to 43 pages addressing the proposed solution, staffing, and past performance, and a business proposal containing pricing details. Responses are due by May 20, 2026, and must be emailed to designated GPO contacts. Questions must be submitted by April 27, 2026, with all responses posted publicly on SAM.gov no later than April 29, 2026. The procurement is not set aside and does not use a Lowest Price Technically Acceptable approach; instead, awards will be based on a best-value trade-off that prioritizes technical merit over price, with price being decisive only if proposals are technically equal. Key evaluation factors include the technical and management approach, key personnel qualifications with required resumes, and past performance similar in scope and complexity, with no numerical weights assigned but a clear hierarchy favoring technical excellence. The contract requires strict compliance with federal regulations including the Buy American Act, Trade Agreements, Service Contract Labor Standards, and mandatory electronic funds transfer for payments. The system must support preservation activities aligned with PREMIS metadata standards and provide custom labeling and bulk editing for records, though specific packaging, marking, or barcode standards are not defined. No military standards apply. All contractors must comply with federal security requirements, including obtaining a GPO visitor badge for on-site access, and must protect all government information for use solely on contract performance. A mandatory orientation briefing must occur within ten working days of award. The proposal format requires strict adherence to formatting rules including 10-point minimum font, single spacing, one-inch margins, and specific file types: PDF for technical submissions and Excel for pricing. While Section K of the solicitation states “None,” offerors must still have a valid Unique Entity ID registered in SAM.gov for award eligibility, and socioeconomic certifications must be self-reported externally. The contract imposes no option
