The contract is firm fixed price and will be awarded using a lowest price technically acceptable (LPTA) methodology, where price is evaluated first for fairness and reasonableness, followed by a pass/fail assessment of five non-price factors: vendor location within 50 miles of the delivery site, submission of a complete 21-day menu aligned with the attached meal plan, a capability statement detailing FDA-compliant temperature control during transport, a current state or local health inspection report issued within the past 12 months, and documented past performance on other government contracts. All factors must be rated acceptable for award consideration, and no trade-offs between cost and technical merit are permitted. The requirement is for delivery of breakfast, lunch, and dinner meals to two locations in Louisiana—7615 Esler Field Rd, Pineville, and 1501 B Industrial Park Rd, Hammond—beginning May 29, 2026, with meals to be delivered 30 minutes prior to mealtime and coordinated directly with SSG Trey Evans by phone. Vendors must be registered in SAM.gov and maintain active status throughout performance, and all quotes must be submitted via email to the Contract Specialist and Contracting Officer by the deadline of May 25, 2026, at 8:00 a.m. Central Time. The solicitation mandates compliance with state and federal food sanitation laws, USDA dietary guidelines requiring inclusion of all five food groups in each meal, and strict avoidance of menu repetition within a 72-hour window, with quality measured at 95% compliance per meal period through observation and inspection. In addition to food safety and logistical requirements, contractors must adhere to DoD security protocols for information marked For Official Use Only, avoid providing gratuities, and comply with all incorporated FAR and DFARS clauses, including those related to cybersecurity, labor practices, anti-kickback, whistleblower rights, electronic payments via WAWF, and prohibitions on certain telecommunications equipment and services. The government reserves the right to modify or cancel deliveries within 72 hours of the scheduled date without cost impact to the contractor.
