Catering Services at Facilities Available for Rental at Multiple State Parks

The Connecticut Department of Energy and Environmental Protection (DEEP) is seeking to qualify full-service caterers to provide services for a variety of social, cultural, and business functions at multiple state park facilities, including Harkness Memorial, Rocky Neck, Fort Trumbull, and Gillette Castle. This Request for Qualifications (RFQ) aims to establish a pool of qualified vendors for a three-year period beginning in the spring of 2027. DEEP will source a minimum of three and a maximum of fifteen qualified caterers per facility on an annual rolling basis. Qualification is determined on a first-come, first-served basis using a pass/fail evaluation. To qualify, proposers must demonstrate at least five years of experience as a full-service off-site caterer, provide a diverse range of menu and pricing options for events ranging from small meetings to large wedding galas, and show a thorough understanding of state park facility regulations. Selected caterers must adhere to strict regulatory and operational standards, including maintaining a liquor permit, employing a Qualified Food Operator on-site, and complying with Energy Star standards for equipment. All food must be prepared off-site in accordance with the Connecticut Public Health Code, and contractors are responsible for restoring facilities to their original condition following each event. The procurement process requires the submission of a cover sheet, executive summary, detailed experience record, and a statement of assurances. Proposals must be submitted in PDF format, and the agency reserves the right to approve or replace key personnel to ensure adequate performance. Final agreements are expected to be executed within 30 to 90 days following the qualification process.
