Centennial Outdoor Pool – Recreation Programming & Operating Services

The City of Abbotsford is seeking proposals for recreation programming and operating services at the Centennial Outdoor Pool. The contract involves a three-year initial term with two optional one-year extensions, covering annual operations from May 1 through Labour Day. The selected proponent will be responsible for facility operations administration, aquatic programming including swim lessons and public swims, and comprehensive safety and compliance management. Key deliverables include maintaining strict water quality standards, managing registration by April 1 each year, and ensuring uninterrupted daily operation seven days a week in accordance with the BC Health Act and Public Aquatic Operation Industry standards. Proponents must provide a fixed fee pricing proposal for the years 2027 through 2031. Evaluation is based on a weighted system focusing on approach and methodology, profile and experience, pricing, and references. The successful contractor must act as the Prime Contractor under the Workers Compensation Act and maintain significant insurance coverage, including five million dollars in commercial general liability and two million dollars in automobile liability. Staffing requirements include mandatory police record and vulnerable sector checks, as well as certifications from recognized bodies such as the Lifesaving Society of BC/Yukon or the Canadian Red Cross.
