CIP 8403 Breeze Hill Park Phase I Pickleball Court Improvement Project

The City of Vista is implementing the CIP 8403 Breeze Hill Park Phase I Pickleball Court Improvement Project, located at 795 Breccia Hill Road in Vista, California. This project involves converting a 1.3-acre developed parking lot into a public parking area and a landscaped pickleball facility. The scope of work includes the installation of new fenced pickleball courts, accessible parking stalls, sidewalks, ramps, solar lighting, and new landscaping and irrigation. To mitigate noise impacts on surrounding residential properties, the project requires the installation of continuous 8-foot-high acoustic panels around the perimeter court fence. These panels must meet specific technical standards, including a minimum noise absorption coefficient of 0.7 and a minimum transmission loss of 23 STC, with KINETICS Noise Control Curtains or equivalent products cited as acceptable. The project is designated as a Class 32 In-fill Development Project under CEQA Guidelines Section 15332, ensuring it is consistent with general plan designations and will not result in significant environmental impacts. Noise levels at residential property lines are required to remain at or below 50 dBA during daytime hours from 7:00 AM to 10:00 PM.
